The review of researches performed by JINR-CERN-ITEP collaboration in 1994-1995 [1] and by JINR group in 1996-1988 years is presented. The research has the goal to study theoretically and experimentally a possibility of electron beam space charge neutralization and formation of a stable and intense neutralized electron beam related to the electron cooling systems. The work is supported by INTAS, grant No. 96-0966, and RFBR, grant No. 99-02 17716.
