The review proposed here is devoted to detailed description of electromagnetic radiation spectra in waveguides with plasma filling. Both volume and surface waves are considered. The surface waves can exist only under conditions of waveguide incomplete filling by plasma. Particular attention has been given to slow waves, with emphasis on its spatial structure, phase and group velocities. Exactly these waves are excited frequently by rectilinear relativistic electron beams in the plasma waveguides due to the effect of stimulated Cerenkov radiation or interaction between these plasma waves and Langmuir oscillations of electron beam itself. That is why the last section of review considers the waves in electron beam.
