In a few articles joined by one title tornado is treated like central core of tornado cyclone appearing in storm-cloud convectivŠµ cell in result of vertical wind shear and unstable troposphere stratification. Tornado cyclone is considered as quasi-two-dimensional structure. In the second part air flows in Eckman layer are investigated. Generalization of approximation of quasi-two-dimension on the case of tensor viscosity make it possible to explan earlier experimental and natural data. Influence of viscosity on the width of up-drift region in quasi-two-dimensional approximation for tornado cyclone is studied. Quantitative relation between rotation intensity and tornado radius in viscid media is obtained by method of dimensions. This relation validates possibility of increasing frequency of tornado rotation as its radius increases.
